Position Summary

The Director of Policy and Public Affairs represents the Arizona Community Foundation with local, county, state, and federal elected and agency officials to positively influence policy outcomes that further the foundation’s impact across Arizona and protect ACF’s ability to effectively mobilize philanthropy.

Essential Job Functions

Strategy and Approach

  • Design and implement a statewide public policy strategy in alignment with ACF’s Public Policy Priorities and Framework and in furtherance of the foundation’s philanthropic agenda.
  • Strengthen ACF’s standing as a credible, trusted, and nonpartisan partner and expert on community issues.
  • In partnership with the Chair of ACF’s Public Policy Committee, lead the committee’s work in determining policy positions and approaches.
  • Collaborate with foundation’s public affairs consultants to determine strategies and approaches that advance ACF’s policy priorities.

Partner Engagement

  • Build and strengthen relationships with elected officials, government agency representatives, and community leaders through frequent outreach around policy priorities and communication of foundation investments in communities across Arizona.
  • Represent ACF with key stakeholder groups and coalitions aligned with the foundation’s policy priorities, including the Council on Foundations Public Policy Committee, the Community Foundation Public Awareness Initiative, the Arizona Grantmakers Forum Public Policy Committee, and the Alliance of Arizona Nonprofits Public Policy Committee, among others.
  • Serve as the foundation’s primary liaison to government agencies engaged in partnerships and initiatives with ACF.
  • Produce timely products (bill summaries, policy briefs, talking points, etc.) for ACF executive staff, board members, affiliate board of advisor members, and other key stakeholders on relevant legislation and key policy priorities.

Community Impact

  • Collaborate with ACF’s Brand and Impact team to produce communications relative to legislation and the foundation’s policy priorities.
  • Partner with Programs and Community Engagement team to analyze ACF’s current and future discretionary grantmaking, ensuring alignment with policy positions, and leveraging funded projects to further ACF’s policy priorities.

Compliance and Transparency

  • Provide frequent and ongoing training to ACF staff and board members to build awareness of the foundation’s approach to public policy, alignment with community investments, and policy positions.
  • Ensure compliance with all legal and regulatory parameters governing lobbying and advocacy activities, including submission of quarterly and annual reports to the Arizona Secretary of State and accurate reporting of activities on the foundation’s IRS Form 990.

Candidate Qualifications

  • The following (or any combination of experience/education that has resulted in comparable knowledge, skills, abilities):
  • Three or more years of professional experience within a nonprofit organization, government agency, tribal entity, grantmaking institution, educational institution, or other social service entity.
  • Experience influencing policy creation and adoption, developing policy briefs and/or legislation, and experience interpreting and acting on policies created by others.
  • A bachelor’s degree and/or advanced training in a relevant area of study.
  • Willingness to travel, locally and regionally.
  • Bilingual (English/Spanish) a plus. 
  • Experience with grantmaking and customer relationship management (CRM) systems a plus.
