The role of the Deputy Director of Equalization is to assist the Director of Equalization in management of the mass appraisal of real property for property tax purposes. In the absence of the Director, conducts and performs the duties of Director of Equalization in compliance with South Dakota laws. This position’s duties are directly related to the management and general operations of the Pennington County Department of Equalization.
Essential Functions:
Assists the Director of Equalization in planning and organizing the work flow of all personnel in the office of the Pennington County Director of Equalization.
Manages the appraisal staff in the collection of property data and directs reappraisal projects.
Supervises and reviews the quality and quantity of assessment work of the appraisal staff.
Assist in the hiring and training of new employees.
Participates in the mass appraisal of commercial, industrial, agricultural, residential and other properties within Pennington County, as required.
Recommends and develops policies and procedures for complying with applicable state law and IAAO standards.
Maintains continuing education and keeps current on industry changes and legislative items having impact on the office of the Director of Equalization.
Assists in the preparation of budget
Plans and allocates resources for reappraisal projects for coming year Inspects and measures properties to determine proper classification and accuracy of data.
Prepares and coordinates the writing of reports for protest hearings.
Testifies at protest hearings and county commission meetings as necessary. Answers questions from property owners regarding the property assessment and tax process.
Determines inventory needs and orders necessary appraisal supplies
Acts as direct supervisor for office staff in the absence of the Director of Equalization
Attends mandatory training as assigned
Performs additional duties as assigned by Supervisor.
Maintains compliance with all County policies and procedures.

Requirements
Education and/or Experience Required:
Minimum 4 year college degree required
Minimum of 3 years of experience supervising personnel
Minimum of 5 years of experience in real property appraisal, mass appraisal, or real property assessment for property tax purposes
Current South Dakota CAA certification required with progressively more difficult continuing education
Knowledge of South Dakota laws relating to real property assessment required
Knowledge of appraisal methods and real estate principles required
Knowledge and experience using typical office word document and spreadsheet software required
Knowledge of multiple regression, statistical analysis, and statistical graphing required
Physical Requirements:
Ability to safely and successfully perform the essential job functions consistent with the ADA, FMLA, and other federal, state and local standards, including meeting qualitative and quantitative productivity standards
Ability to maintain regular, punctual attendance consistent with the ADA, FMLA, and other federal, state and local standards
This position frequently remains stationary for long periods of time and needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
Constantly operates a computer and other office productivity machinery such as a calculator, copy machine and printer.
Must be able to move up to 20 pounds unassisted, and move 40 pounds with assistance.
Must be able to communicate clearly and effectively on telephone, in-person and in writing.
