Department Information: The purpose of this position is to evaluate federal and state laws and regulations to determine potential and actual operational consequences, preparing awareness and strategy briefings to the department director and division managers to formulate responses, and leading department-wide efforts to achieve, maintain or restore regulatory and safety compliance related to water, wastewater, and solid waste utility operations.

Job Summary and Essential Job Functions: This position is in the Administration Division of the Utilities Department with the City of Oklahoma City and is under the direction of an executive manager. The position is responsible for evaluating existing and anticipated new federal and state laws and regulations to determine potential and actual operational consequences; preparing awareness and strategy briefings to the department director and division managers to formulate responses; and leading department-wide efforts to achieve, maintain or restore regulatory and safety compliance related to water, wastewater, and solid waste utility operations. This position is responsible for the performance of compliance audits for existing regulated programs, insourced and outsourced; the development and issuance of quarterly, or more often as requested, compliance reporting to the director and division managers; and development of recommendations to management for establishing and maintaining a compliance stature for all relevant laws and regulations. The position will also serve as a project manager from time-to-time to lead department-wide efforts to address urgent regulatory and emergency response concerns. This position also oversees the department-wide safety program and supervises related safety professionals. It is expected that the safety professionals will also assist the Regulatory Compliance Manager in carrying out the duties of this position. The position must keep abreast of and respond to ever-changing legislative and utility industry regulations.

Essential job functions include: acting as the department's primary compliance contact and managing relationships with federal, state, and local governmental agencies and organizations; developing and administering internal compliance, safety, and emergency response programs; overseeing department-wide efforts to comply with the federal America’s Water Infrastructure Act (AWIA) of 2018, including, but not limited to, updating risk and resilience evaluations, development of updated security confidential response plans and associated oversight to address identified deficiencies; maintaining and updating department emergency response plans, risk management plans, procedures; conducting emergency response training and drills; and development and maintenance of effective relationships with peer response agencies such as City Emergency Management, Police, Fire, area schools, wholesale customers, and related parties. The position will have a strong familiarity with the Environmental Protection Agency (EPA) Safe Drinking Water Act (SDWA and Amendments, the National Pollutant Discharge Elimination System (NPDES) permitting requirements, and Federal Emergency Management Administration (FEMA) requirements to qualify for funding in grants and emergency responses. This job requires continual contact with City staff, government officials, and various regulatory agency representatives to exchange information. The employee is responsible for ensuring that all technical operations and applications adhere to local, state, and federal governing regulations; reflect sound technical judgment; and comply with City and departmental policies and procedures.



Requirements

JOB REQUIREMENTS:
1. Knowledge of regulatory/legislative issues affecting the water, wastewater, and solid waste industries.
2. Knowledge of regulatory proceedings including comment preparation, data requests, written responses, and analytical models.
3. Skill in research of regulatory and compliance issues.
4. Skill in evaluating compliance issues and making recommendations for improving internal processes to meet regulatory compliance obligations.
5. Skill in applying administrative and supervisory principles and practices.
6. Skill in written and verbal communication using tact and diplomacy.
7. Ability to plan, design, implement, and evaluate programs.
8. Ability to compile and analyze data.
9. Ability and willingness to maintain confidentiality.
10. Ability to travel. (The majority of the travel is within Oklahoma City and surrounding metros)

DEPARTMENTAL PREFERENCES
1. Bachelor's degree from an accredited university with major course work in Environmental Engineering, Chemistry, Science, Environmental Studies, Biology, Public Health or closely related field.
2. Minimum of eight (8) years of increasingly responsible experience in monitoring and administering environmental compliance programs for public or private agency, including administrative and supervisory experience.
3. Experience overseeing large (500 or more employees) safety program with construction, chemical handling or CDL transportation related components.
