Role and Responsibilities

SEMCOG (EOE) is seeking an organized and experienced Civil Engineer II or III with a strong foundation in water infrastructure systems and a clear understanding of Michigan regulatory frameworks. This position is ideal for an Engineer who enjoys collaborative problem-solving, grant development, and advancing infrastructure policies that strengthen the connection between local implementation and regional strategy. Employment offers of level II or III will be commensurate with applicant experience and qualifications.

The ideal candidate combines technical expertise in water, wastewater, and stormwater management with the ability to connect infrastructure planning to local and regional policy goals. Helps local governments plan and prioritize capital improvement projects, provide guidance on permit compliance, identify funding strategies, and strategically align local needs with regional and state priorities. Coordinates ongoing work with the Michigan Infrastructure Council and other partner organizations, and actively manage projects and engineering consultants. Prepares and manages grant applications, and ensures proposed projects support community objectives and regional strategies. Supports integration of water infrastructure planning into broader land use, economic development initiatives, and transportation planning reinforcing collaboration across agencies and jurisdictions. 

Public Policy and Collaboration

The successful candidate will represent SEMCOG in discussions with legislators, regulators, and local officials to advocate for policies that are both technically sound and feasible for communities to implement. This includes negotiating regulatory flexibility, identifying opportunities for state-local alignment, and communicating complex infrastructure issues in clear, policy-relevant terms. Requirements

• Bachelor’s degree from an accredited college or university in Civil or Environmental Engineering, or a related environmental science or water resource field. Professional Engineer (P.E.) desired.
• At least three (3) to seven (7) years of experience working in the water/sewer industry to understand the technical components of the work. Experience with project management, group facilitation, working on a multi-disciplinary team, and with technical writing/communication.
• Knowledge of water infrastructure, water resource, and/or transportation systems; Wastewater and storm water planning, design, and construction standards; GIS and visual mapping tools; current infrastructure and environmental legislative issues.
• Ability to translate technical engineering information in a non-technical manner; demonstrate effective written and verbal skills; create and deliver effective presentations.
• Working knowledge of modern office procedures, methods, and computer equipment, including applicable software (Adobe, Microsoft Office Suite, etc.).
• Support and promote a strong internal culture based on SEMCOG core values.
