- Appraiser Trainee OR Appraiser CMA Income Qualified
Description
The Appraiser Trainee is responsible to determine equitable appraisal values and appropriate classification for all real and personal property for Ad Valorem real estate tax assessment purposes according to Minnesota property tax laws. Verifies and processes all property transactions, develops reports from compiled data, and performs other tasks as assigned for the Wadena County Assessor’s Department. Work is performed under the general supervision of the County Assessor or Chief Deputy Assessor.
Property Assessment Duties and Responsibilities
Views and physically inspects residential properties, records data, estimates land values and reviews or determines the use classification in accordance with the Wadena County quintile policy.
Responds to questions or concerns of property owners involving valuation of their property, its classification, or eligibility for taxation programs.
Meets with taxpayers to settle disputes and advise them on subsequent steps in the appeal process.
Schedules and prioritizes appointments for re-evaluation purposes.
Locates and identifies all taxable property in assigned assessment areas, researches property ownership, interprets and draws out legal descriptions.
Establishes the depreciation of all structures by giving consideration to all factors affecting the value of the property.
Measures and provides detailed descriptions of all structures including photographs and sketches.
Determines land acreages, breakdowns and valuation for assigned properties.
Analyzes, verifies and researches sales data as reported on eCRV's, and performs sales ratio studies.
Recalculates property value that has been split or combined with other property which includes determining present and future value, class changes, and multi-property groupings to calculate taxes.
Analyzes legal descriptions and aerial photos of property in order to correctly divide it and determine appropriate classification.
Makes all necessary splits in value as a result of a sale or transfer of property.
Reviews and recommends homesteads, green acres, managed forest, veteran and regular disability status.
Enters building permits into CAMA system.
Runs reports to ensure all new construction is viewed and maintained in CAMA.
Record Keeping Duties and Responsibilities
Maintains and creates property records in CAMA system.
Maintains assessment records on each assigned property.
Reviews, collects, and composes sales analysis.
Additional Duties and Responsibilities
Attends training/educational sessions, meetings and seminars to keep current on legislative and regulatory changes and best practices.
Attends and represents the county at local and county board of appeal and equalization.

Appraiser Trainee Position Requirements
Knowledge, Skills and Abilities
Ability to acquire knowledge of principles, practices, and techniques of property appraisals.
Ability to acquire knowledge of Minnesota property tax system, laws, regulations, policies, assessment cycle and forms.
Knowledge of principles of mathematics and descriptive statistics
Knowledge of construction principles and methods
Skill in reading and interpretation of blueprints, legal descriptions and maps
Skill in recording and maintaining records accurately.
Ability to document and prepare numerical, appraisal and narrative reports and records.
Skill operating computers and relevant software
Excellent communication skills, both oral and written, and interpersonal skills as applied to interactions with staff, property owners and the general public.
Ability to work independently with management guidance for results achieved.
Ability to perform work involving many complex and significant variables, requiring analytical ability and inductive thinking in adapting policies, procedures and methods to fit unusual and complex situations.
Ability to maintain effective working relationships with a wide variety of internal and external contacts to achieve organizational objectives.
Ability to identify dangerous or hazardous situations and exit prompt if necessary.
Education and Experience
High school diploma or equivalent
At least one year of relevant work experience
Or equivalent combination of education and experience
Ability to acquire Minnesota Certified Assessor License within two years of date of hire and obtain Accredited Minnesota Assessor’s (AMS) licensure within five years of having become licensed as CMA.
Valid Minnesota Driver’s License and auto insurance or evidence of mobility

This job typically requires sitting, standing, walking, feeling, manual dexterity, grasping, talking, hearing, typing, and seeing. There is prolonged exposure to computer keyboards and video screens. This position is generally light-duty and may require the exertion up to 20 pounds of force.
